Short answer is it was made in _2005_ which was 3 years ago. That window has been drastically revamped since then (as has pretty much everything) so no it will not work.

maybe there should be a disclaimer added to anything over a year old, or clear out the downloads section into a current section and an archive section.

Sorry, but nothing about the maintained window has been revamped (except for a small fix I made for GU29, it's available in the patch section of that download), and that is also the reason 1 year old downloads don't automatically get flagged since they may well still work fine just as this one.

slinxy, make sure you download the patch and copy that file into your Everquest II\UI\nethius folder. If that does not work something is wrong with your eq2.ini (file extension?) which must be in your Everquest II\ folder.

If it does not work, you likely installed it incorrectly. Always try a clean install before reporting bugs.

I downloaded the patch and it still didn't work. I also dont think it's the file extension because i have the eq2 map in the same folder and it works fine.
also if i type in /loadui nethius then the mod will appear but the rest of my ui will reset back to default, and I would have to do this every time.

I assume you have eq2map in \UI\EQ2MAP ? Put the maintained mod in that folder. As explained in the FAQ, all mods need to be in the same folder.
