I believe the keyboard toggle for the start button is Alt ~/` (the key in the upper left corner next to the 1 key), but I could be wrong.

Have you tried recycling your uisettings file (<SERVER>_<CHARACTER>_eq2_uisettings.ini)? That file may be corrupt.
