Start menu buttons issue

Not sure if this is a bug or not as I can get the start buttons to show up on my second account but not on my primary account. In the past when the start buttons do no display I simple used "alt" "X" and they would toggle on and off. Now however I can find no way to get them to display. This becomes very bothersome in raids as I can't adjust video controls, or turn off player names, guild, titles, etc. I have tried all the key combinations I can and still have no start menu buttons. Any help would be greatly appreciated.
