I tried that one first, but shortly after installing it I started getting out of memory errors. Removing this mod stopped the errors. Not really sure why it was happening, but it's really the only thing I can think of. Also, upon inspecting the mod, he still uses volume page instead of icon bank.

I found the solution to my problem, however. It was the actual page settings for the Hotkey window. It's minimum size was set like 70, 60, so I just changed it to 70, 0. Seems to work, along with the frame size adjustments previously spoke of.

Only thing I'm going to do now is try and get the spinner to work on Proportional location settings so the arrows move when icons are resized. Not sure why but something I did prevented the hide/show spinner function from working properly.

FYI: the linked file does in fact use the IconBank. Check the xml and you will see that. No hotbar mod will currently work without using the IconBank. None of them will work with the volume page. Of note the section that starts with IconBank and this, "version_note="Replaced volume page continaing icons with iconbank".

Sorry to hear that you had out of memory errors but it's probably safe to say that they weren't caused by a hotbar mod. There's probably something going on that hasn't made itself clear yet.

If you have problems with the Spinner the first place to check would be the Frame Options within the Window Settings. FWIW, the spinner will always be where the hotbar xml tells it to be so resizing and repositioning the window will not affect this.
