Mook Hotbar update for EoF

Er, after checking, it appears that Mortis Hotkey is pretty much the same as this. Only substantial differences are:

-Mortis's extra features
-Mine has slightly smaller bank spinner
-My frame controls text visibility instead of the individual icon frames. And it turns out that a control option for that text has been added to the options, so it's kind of redundant.
-I left the 2-pixel gaps between icons and a 1-pixel buffer around the iconbank, for ease of moving/resizing. Mortis took out ALL the deadspace but added in some move/resize helpers controlled via Titlebar.

Ye all may as well use his unless you really need/want some deadspace.
