My understanding is that it is a SOE bug. Some weird rounding issue. If I recall, it goes something like: if the decimal is .5 -.9, then the non decimal part is in fact 1 less than shown. If from .0 - .4 then the non decimal number is correct. So, yes, you could end up with something like 100.7 showing but it is actually 99.7 and you have to do something to push over 100 and ding.
