Not in-game as such, I don't think. The parser is out-of-game and processes log files. You can't pass data from an app to EQ2 (keypresses being an exception, as EQ2 has no way to know where they are coming from), for rather obvious reasons.
I think there was an "always-on-top" display window for the parser that would remain visible when you went to maximized windowed mode. And a FRAPS-like thing could be done too, I am sure - if FRAPS can show things in full-screen, so could a parser.
