I'm a bit out of ideas in your case, since it seems to be working fine for everybody else, me included. I suppose you cannot move/resize the original chat window either?

Anyway, if you want to test this out a bit you could try to use the UI placement ini file from v2.2.2, which you said was working fine. If that doesn't help, try using the eq2ui_mainchat.xml from v2.2.2 (or the complete 2.2.2 UI) and set up your windows as you prefer them. Then reload the newest version but keep your UI settings (you'll need to adjust some window sizes/settings manually).
