Default Cluster submission?

Is there a way to create a cluster when submitting a POI if a POI already exists with the exact same /loc as the one you're submitting? I know there are a lot of POIs with either exactly the same coords or very close coords that overlap each other and make it impossible to find what we're looking for while in game. I'm just wondering how I should submit new POIs if the loc I'm using is either the same loc as another POI or very close to it - use the same exact POI so it updates when the cluster thing is ran or use a /loc purposefully a few 'ticks' away from other POIs so it's actually visible on the map? For instance, right now in lavastorm, bunglegreeder doesn't show up on my map because of the loc for a named right next to him...

Bunglegreeder MOB POI 18423 -403.74, -100.69, 202.10
Pumice MOB POI 25898 -404.00, -101.00, 202.00

I guess as long as I still have the ability to search from the webpage, it doesn't make much of a difference, I'm just really wondering how I should be submitting new POIs if there's already one at the /loc I'm submitting... Thanks for a great resource!

We working to add clusters back that are auto generated.
