Look in the EQ2 directory there is a program called UIBuilder. Unzip and place it in it's own folder and read the documentation that is included.

If you need any help, I'm sure there are several people here that are willing to aid help answer questions as long as they know you are trying to learn and aren't just wanting them to do it for you.
