I have tried the eq2.ini and still no luck

If you have an LP_REGION_EN_US (or similar) folder in your eq2 dir, that means you did buy a localised version which was patched to english. That results in 2 copies of EQ2, one localised (in the eq2 dir) and one US English in the LP_REGION_EN_US dir.
You can basically delete all subfolders of the eq2 dir but the LP_REGION_EN_US, you don't need them. Any changes you want to apply to the UI have to be done in the LP_REGION_EN_US foders.
