Did you run the updater while EQ2 was running?
Well try to reboot the computer and run it again.
If that does not help, try to delete:
"C:\Program Files\Sony\EverQuest II\UI\EQ2MAP\images\maps\map_blank.dds"
and run the Updater again.
Some how the access to this file was blocked.
