They appear to be working OK, and haven't been modified in ages. It might be size. Try using F10 to toggle the UI to show the window backgrounds as all-black, and check to see whether those windows are sized tall enough to show the bottom portion where the buffs/debuffs would be. If they aren't, you may need to unlock them and resize them taller.
