Progress bars(I think?)

What I want to do is create a bar lets say that mimics the casting bar. Press a button and it fills up, I don't care about changing the time. Is this even possible? After fooling around with the UI builder and searching the forums I found nothing :/

I know theres some timer thing but it seemed very complicated for me to alter.
