Windows won't go where I want them

I've searched the forums and haven't seen anyone else with this problem, so maybe someone can tell me what I'm doing wrong.

A few weeks ago I noticed that when I try to move a chat window or maintained buff window, I can no longer move it to exactly the position I want it. It seems to want to go maybe an inch higher or lower from where I want to place it. I'm having this problem with both vertical and horizontal placement. It "jumps" to a spot different from where I want it. When I try to re-size it to place it where I want it, pulling up the top of the window only lowers the bottom. I don't know exactly how else to explain what is happening.

Any suggestions will be greatly appreciated.

under options/ user interface/ game windows there should be a control for "snap to grid" and how big of a grid you want. This can be disabled to allow you to place the window wherever you like without it snapping...
