Possible to place individual buttons anywhere on screen?

Is it possible to place individual buttons anywhere on the screen? To be precise I'm hoping for something similar to the FlexBar mod for WoW. If that's not possible is there a macro command for selecting certain members of a group for healing, ie. /select partymember1; /useability Minor Healing.
