SOE was sneaky and released an update on the 23rd to the UI with no notice. This update changed the following files...

eq2ui_popup_racechange.xml
eq2ui_newcharscene2.xml

If you have custom versions of these files you will want to delete/rename them if you are interested in creating a Freeblood. Interface authors can view a default compare to see what has changed here.
