If you - unsuccessfully - try to view that page in the Opera browser you can see why their are looking for a web designer.

That's a pretty cool job opportunity right there.
I wish I knew a little more for each of the categories listed. I know a bit a bout a whole lot, but probably nothing on the "extensive knowledge" level for any particular topic
