Grey-Out Hotbars Issue

Anyone ever seen an issue where the hot bars go all grey. Nothing will make them un-grey on a specific machine?
User changes machines, and the hotbars grey out sporadically. Re-downloaded game, fresh install, still grey using even Default UI.

User initially attempted to do a mix of Default UI and Drums UI raid window.

Check the system clock on the user's machine. I know it sounds crazy, but if you mouse over a grayed-out spell and the tooltip says something like "recast in 1435265 minutes" it may be because the clock is off.
