Chatwindow odd behavior

I have been working on the chat window to add the tabs on the bottom, the problem is that on a chatwindow that is already open its fine but if i open up a new window the "Chat Page" page is too large (the scrollbar ^ gets cut off) i have attacked the file. hopefully someone can tell me what stupid thing i did to cause this behavior
