Issue with S and V buttons

When I click on the Sound / Video options I do not get a window that opens. How can I resolve this issue, is there a keyboard command to open these like the ALT-P etc..?

There is no keyboard command. If you do not see the windows, they may be off-screen. I believe there is a game option to prevent that, alternatively just load one of the default uisettings.
