Raid Window Effects Icons Not Working

In the group window they work fine. Some one has an arcane effect in the group on em, it's just a simple click of the mouse to cast Cure Arcane on them, but not so with people outside your group in a raid.

The icons are there, but perpetually shadowed. Is there anything that can be done to either make them work, or at least remove them so there's less clutter on the desktop? I'm sure the macro buttons could be moved a bit to make the raid window not so wide if the effect icons were removed.

Although, I'd prefer it if they could be fixed over removed as I'm sure many other raiders would too.
