Quaternary hotbars?

Has anyone been able to make a hotbar that recognizes a manual change to your keymap configuration file in regards to the SHIFT key?

Natively, shift + a number results in the hotbar rotating (instead of using the spinner), i.e. it selects a 'bank.'

I want to be able to use shift + (whatever key stroke) to intiate a hotkey, but, EQII only supports Primary/Secondary(ALT or CTRL)/Tetriary(ALT or CTRL)?

Can we not force it to use Quaternary?
