Lost the Start button bar

Since the update on all of my toon's I've lost the bar to get to the browser, pet hide ect. I used to be able to toggle Alt-X twice to make it appear if it was gone but that is not working either. Any ideas? Also the Pet options window will not appear when I click the button on the pet window.
