Self/Target/Implied extra window

There's a window on my UI that I never really have had much use for. I don't even know what it's called but it is the one that has Self, Target, and Implied Target horizontally arranged, with some curing icons below Self.

Questions are: What is this window called so I can delete it from my UI? Failing that, can someone tell me why I can't set the background on this window to black since the last UI patch? I'd like it to turn black when I toggle through F10. Lastly, this window seems kind of redundant as we already have self, target, and implied windows on the UI. Can't we just stick curing icons onto the large main Self window for soloing purposes, and get rid of this smaller horizontal piece?
