Problems with trade window (or lack of one)

This might not be related to the UI, I don't know, but the problems didn't show up until I started using it.

I went to redo my AA points using the fetish UI and a window popped up saying the window for this wasn't compatible with the UI I was using. So I did /loadui and clicked default, and the vanila UI came on. Then when hailed the npc to redo my AA pts, it said I was too busy for that action. So I rebooted the game with vanila UI and was able to do this.

Later I was duoing with someone and wanted to give them something I won the roll for. I couldn't trade, it just kept saying I was too busy for that action. When he tried to open a trade window with me, the game told him the same thing about me.

I can't figure it out, please help. Maybe I need to re-install the fetish UI?
