can't initalize plug-ins directory error

ok ive checked all the error boards and didnt find this one so maybe someone out there will be able to answer this.
I get this error message saying " can't initalize plug-ins directory error please try again later " whats up with that ? has anyone else had this issue ? does anyone know how to solve it? any help would be great. Hopfully it somthing simple that im over looking. .
