Stock UI (IE Original) Problem

I am currently not using any UI add-on (other than eq2 map)

The problem I am having is when i right click my hot bar, "dragging and set icon size features" are greyed out and mousing over them says "you need a newer version of this window to use this function"

Does anyone offer a solution to fix this?

Deep scan did not find any problems.
