Does anyone know how to keep the window settings stay custom 'set'?

I made my bags with 'frame only' and when I close them and reopen them, they open with 'frame and titlebar' everytime. Even if I check the 'locked' windows option, they still reappear with 'frame and titlebar' and they can be moved around again.

What gives? Is this a bug they are currently working on or is there something entirely wrong with the installation of my game?
