Trying to Learn

OK, I have downloaded and installed active pearl. I use IE for a browser, but when I open Mapper.xml I get this result:

The XML page cannot be displayed
Cannot view XML input using style sheet. Please correct the error and then click the Refresh button, or try again later.

What is going wrong? I am trying to do the maps for Obalisk.
