Default No map vs. Instructions to make a map what's the difference?

Sometimes when I enter an unmapped zone, there simply isn't a map for that zone and all I see is the world map tab. Other times I see a blank map background that has some text in it that is basically an ingame tutorial of how to create and submit a map for that zone. I'm curious, what's the difference?

The instructions page is nice and if the loc's happen to be right, you can even see group members icons on the map, etc. It's superior to the no map because even when there's no map, you can kinda make a mental note of where you're at for landmarks, etc. I've been on those instructions map zones and thought to myself "ok the T where I took a left is at soso word on this line"
