General Interface Problem...

I'm new to Everquest and I've been trying to find out how to get rid of those blackboarders on the top and bottom of the screen. It was nice but it feels like my vision is being blocked.

Also, for interfaces that include different scroll bars they never load for me. Does anyoen have a solution for either of these problems. Thank you.
