Spell casting issues from Hotbars

Lately i've been having issues when clicking spells in hotbars. When i click the spell the spell doesn't activate but instead just displays the name of the spell in my active chat window.

Anyone have any ideas as to what is causing this. Only way i can fix is to log completely out of EQ2 and log back in.

Any help in figuring out what is causing this issue would be greatly appreciated.
