Chat Channel Changer

Someone told me that what I seek could be found here, but after an hour of searching, I am going to request it.

In game my chat channels are all over the place:

1=10-19
2=1-9
4=30-39
8=40-49
14=50-59

Would it be possible to create a mod that would open a small window and allow you to decide the order of your chat channels?

And if I remember correctly there are also in-game commands to change the channel numbers, just can't remember them right now.

Thanks much, I was hoping for something a bit more simple and in game, but if it helps where my channels are not flung all over, I will gladly latch on.
