BAH stupid error message

I apologize in advance if this seems like an extremely stupid quest ion but i keep geting an erro message when i try to open the EQ2MAP Updater that says "The application failed to initialize properaly (0xc0000135). Click on OK to to terminate the application" now i realize that this is the same error mesage that you get when you don't have The Microsoft .Net Framework 1.1 or better, but thing is i have already downloaded version 1.5 and instaled every thing, is there something i may have over looked?

You are not running the most current version. 1.06 has a message that says if you are not running the most current version you will receive errors
