Default UI broken on login

When I initially log onto 2 of my computers their UIs are messed up. It appears that part of OCD is working and a part is default. To fix it I have to switch completely to default and then turn OCD on. Then everything is working properly (I still have a couple minor adjustments to get it right like opening the 3rd and 4th hotbar and correct placement of the chat box). I created a new eq2.ini file in the hopes that perhaps that was the issue (it didn't change anything). If I switch characters on the same account when I log on the second character everything will be correct. However, if I somehow get knocked to desktop or have to switch accounts I have to once again do the switches between default and OCD.
Now these issues only happen on 2 systems of my 5.
Can anyone help me understand what I need to do to correct this issue?

moving (deleting) the server_charname_settings.ini (window placement), eq2_recent.ini and eq2_default.ini (these both for global settings, performance etc.) will reset all settings to default.

maybe resetting and setting it up from scratch will fix the problem.
