InfoCenter Update

I added the skill levels needed to be able to harvest within a certain tier.

These go within the UI\ProfitUI\InfoCenter folder.

I did not know whom I should send this change to for it to make it to the ProfitUI updater. If this is not the place, let me know so I can send it to the correct place.
