First thanks too all the great modders, I have pulled bits and pieces from many of the talented authors at EQ2Interface to customize my game play experience.

My Request:
Since I play a healer my primary concern is peoples health bar. Is it possible to do the following?

Remove the Power Bar from my group listing and replace it with a percentage. Can the space recovered by removing the power bar be used to show negative effects / debuffs on the player?

The following screenshot shows my current UI and may help you understand why I am interested in this modification. Notice how my party, maintained spell, and spell hotkeys are next to each other? I can quickly scan health, check recast timers, and check maintained buffs on my party with this arrangement. The request above would add additional functionality while maintaining viewable game area. (I play in 1200 X 800 due to crappy monitor limitations).

Currently there is no way to display a % for group members. Have you looked at the Nedra UI? It is primarily focused around the group window and max viewability.
