I normally don't either, except for this window. When I'm looking through scrollable list and need to look at each item, I usually look at one page at a time, then click the blank area near the bottom of the scroll bar to jump down one page in the data. Normally this works fine. Take a list of numbers for example:

If three numbers fit per page, on the first page you would see:

If I click the scroll bar to jump down a page, most interfaces would show me this:

or at least show me the bottom of 3 so I have some indicator as to where I left off and where I'm going to. I can spot something that was at the bottom of the page, now located at the top of the page. You can try it on this page with your browser.
In the members list of the guild window, it doesn't do this. It takes the item at the bottom of the page and scrolls it completely off the page to the top. You then wonder if it scrolled exactly or if it skipped anything. To see if it skipped anything or find out where it is in the list, I click the arrow to go back up and see what it did. The arrow scrolls like a snail. The other option is to grab the marker and drag it up but if you're looking at the full listing of everyone in the guild with several hundred characters listed, it's almost impossible to scroll that way without jumping several characters at a time since the list is so long.
Basically, I have to treat this window differently than any other window I deal with anywhere in life because of it's scroll behavior. That's why I'm trying to fix it.
