A Titan Bar type UI

Well Met, and thank you for your time to read this.

I recently switched from WoW to EQ2 and Loved one specific UI from wow. It was called Titan Bar. I noticed ProfitUI has somthing like it along the top and bottom of the screen, but there is no customization on that. I am wondering if Anyone would be willing to work with me on designing one, and some general Idea's For it.
