bags moving between full screen and windowed.

when i switch between full screen and windows mode, it starts pushing my bags down to the botom of the screen, and will even push them off the screen. it does this even with the "dont alow windows off screen set, but closing and opening them will bring any off screen back on, but still need to re position every thing. any thing i can do to fix this?
