Welcome Window

This window has been cleaned up and themed to match better with ProfitUI.

Thanks to code suggested by Drums it also has been modified to not open on login but still be available when you click the welcome screen button on the startmenu.

The two attachments will make it perform as intended.
eq2ui_mainhud_welcome.xml goes in the ProfitUI folder.
specialelements.dds goes in the images subfolder of the ProfitUI folder.

This should make its way to the updater soon.
