Default Graphical Ghosting?

Not entirely sure whats causing this problem on my system. I think it either has something to do with the night vision, or some way the shadows have been modified by the UI. It also looks like its some sort of window on top of everything that's making my screen a bit darker than normal.

As you can see there's some sort of black overlay covering most of my screen except the bottom portion, and there's an after image of my character (The cloak being the most visible) just above my actual character.

That is a known bug with GPU shadows that is somewhat related to the black letterbox. It may also be related to anti-aliasing (if you have that enabled manualy in your eq2.ini or elsewhere, disable it and see if it goes away).

The bug is known to Imago-Quem (the Dev working on the shadows) but to my knowledge he has not yet been able to roll out a fix. If turning AA (anti-aliasing) off and removing the letterbox doesn't fix it, the only thing you can do is go back to CPU shadows.

The bug is completely unrelated to your choice of UI -- it will occur in any of them (including the default).

Thank you very much for the prompt reply. I guess it was the AA setting that I enabled in eq2.ini.
