Fleshing that out a bit further...

Actual Delay in Use = Base Delay divided by Haste % +1 if single wep

or

Base Delay
__________ = actual delay
(% haste +1 )

again..this is for a single weapon

example... Base Delay of 4.0 and 26% haste. 4/1.26 = 3.1746 ( will be rounded up to 3.2 )

Okay.. duel wield. As explained to me by Windslasher, the formula was arrived at when all the old DW weps were made 1H'ers and all the 1H'ers were made DW'able. Rather than cut all the 1h'er damages down an across the board delay was imposed on DW'ers. So.....

For Duel Wield the formula is Base Delay of each hand x 1.33 divided by Haste% + 1 .

or

(base delay x 1.33)
_______________ = actual delay
( haste % + 1 )

Take the same 4 sec delay wep as above and the same Haste.. add another in the other hand and each wep would be
4 x 1.33 = 5.32 / 1.26 = 4.22222 ( rounded to 4.2 )
