Any thoughts/advice? As a note, I had this issue with the old install of EQ2, which was what led to me using a different UI that worked right out the gate, but I'd like to switch to Darq.

At the bottom of the file list, click the blue link for alternate download method and try downloading again. If you are still not getting files, then it's your firewall or antivirus preventing the download. Suspend that just long enough to download the UI.

Separate target casting bar
Is there a way to show the target's casting bar as a separate, re-sizable window?

Food and drink are spell effects, so we don't have any visibility into their duration. Because there are also spells that change duration there is not a reliable way to preset the data based on its name. A couple of ideas come to mind: If you aren't using the countdown timer for anything else, try setting the default interval to your shortest food/drink/snack duration. You'll at least get a warning every so often to check it.
Another idea would be to examine how your stats change when you apply the consumable. If you have a certain stat that stays constant outside of combat when you have food, drink and snack active, you could set an alert for it in the stat monitor. As an example, if your block chance is X without the Elusive snack and X+6 with it, you could use the stat monitor to report anything below X+6.
Potions, etc. that don't appear in the Maintained window would follow the same pattern. I would either set a timer or watch a specific stat.

Fantastic thanks a ton!

That's the Icon Bar, which is a custom window that allows you to move some of your hotkeys onto it, freeing up "real" hotkey slots for players who are using all ten of their hotbars.
If you mouse over the upper left-hand corner of the window, you'll see a blue gem. Click that to open the window manager. From there, click the Help icon at the top, and you'll get information about the Icon Bar.

Can you provide an option to change the map cursors used for waypoint X and the player's location red arrow to include ones with a black outline and slightly larger.
I've noticed especially with BoL maps they are hard to see because they are similar colours.
It would be even better to have an option to pulsate the colour over time.

I try to stay out of the EQ2MAP team's business, although I do see what you mean about some of the maps making it harder to see the icons. You might run your ideas by jnils and Pijotre and see if they have any input.

Code:
<Page Name="Init" OnShow="Parent.Ret.Params=(... ...
Parent.LoadFromReg.Visible=true
Parent.ResetTSInit.Visible=true
Parent.SetDisplay.Visible=true
Parent.SetIcons.Visible=true

show_window Custom.Harvesting
Visible=false" Visible="false" />
