No, you don't actually need 101% experience to ding.
There are a number of threads here (and elsewhere) complaining about how Sony "broke" the experience display. This so-called "bug" appeared several Live Updates ago. It really isn't a bug, though; the "problem" is simply that the whole-number exp display sent from the server is now being rounded, where it wasn't before.
Previously, for example, it displayed 55% if your actual experience total was between 55.0% and 55.9%; 56% if it was between 56.0% and 56.9%, etc. Now, instead, the number is rounded. It will display 55% if your actual experience total is between 54.5% and 55.4%, 56% if it's between 55.5% and 56.4%, etc.
So, when your experience total hits 99.5%, the whole-number display gets rounded to 100%, even though you're not actually quite ready to level.
As anyone with any mathematical savvy will undoubtedly agree, the change was a fix. After all, if you've got 55.9% experience, a whole-number display of your experience *SHOULD* be rounded to show 56% rather than 55%.
However, while "officially," the whole-number experience display is only utilized in the tooltip when you mouseover the experience bar, a lot of exp bar mods utilized the unrounded number in the construction of decimal exp displays. The change broke those mods. For example, if you've got 55.9% experience, those mods will now show 56.9%. Hence all the whining about the "bug" that Sony introduced.
If you're using an older version of my exp bar, you're seeing the same problem, by the way. However, I did update it a while back to accomodate the change.
