Default New Patch - Quest Notifications Bugged?

After the patch this morning, I ran around Qeynos seeing all the nifty new quest-giver icons (quill, book, etc) and it all worked dandy. Being a dork, I'd forgotten to turn off my Fetish UI, so the newer things added to the game (quest npcs on map, quest accept dialogue, etc) weren't working.

So I camped out to check for an update, then switched my eq2.ini to load default UI with EQ2Map only, patched Map, reran the game.

Now every quest NPC is acting odd. I get no quills above heads for NPCs that offer quests. Instead, once they've given me a quest, they get a quill over their head, and the book shows up when I've finished it, but upon completion, they get a quill over their head again that never goes away.

Camping, zoning, full file scan, default UI, nothing fixes it. Is this a known SOE bug? Nobody else in my guild has this issue, and some are still using Fetish, some using default, etc.
