It's a partial bug. The UI allows for buttons to be assigned as "default" which allows the Enter key to trigger them. Since my raid/group windows only use 1 set of five buttons that move around depending on where the mouse is, it allows for this bug to actually cast on the correct person (rather than default to player 1 button 1).
It is unintentional, was fixed from the group window (I think), but apparently left over in the raid window. There's no way to bind the buttons to other keys, though this could allow for a 6th button to exist, and not have to be visible. But it would take code additions to allow for this.
