Default App - Update

If I wanted to update the application from .Net 2.x to .Net 4.x, what would I have to do?

I have no idea.
It only uses 2.0 functions.

.Net 2.0 has its limits on modern operating system functionalities.

As well, .Net 2.0 has a lot of security flaws, as it relates to end-user computers that can not be resolved without upgrade to .Net 4.x.

.NET 2.0 still receives security updates from Microsoft. For example, the recent KB4552931 updates Framework version 3.5 which is a superset of v2.0.

Recompiling the EQ2MAP installer code to target a newer version of .NET would be possible, but unnecessary. If the suggestion is to expose the code allowing it to be recompiled outside of EQ2Interface, then that would be much more dangerous in my opinion.
