That's not the UI, that's the game itself. If you've got a loot window up already (which can happen if someone else in the group loots a corpse), you can't loot anything until you Need/Greed/Decline what's shown. If you've got several people in the group who're fast at hitting those buttons, maybe because they're just greeding on everything they don't need and depending on people hitting Need for things they need, you can easily get beaten to everything.
